CULLEN FAHS
Dr. Marianne
Cullen Fahs is the Director and Associate Professor in the Health
Services Management and Policy Program at the Milano Graduate
School of The New School for Social Research. Formerly, Dr.
Fahs was Director of the Division of Health Economics at Mount Sinai
Medical Center, City University of New York, (CUNY). Dr. Fahs now
holds joint appointments as adjunct associate professor in the Department
of Health Policy, NYU-Mount Sinai School of Medicine, and the Program
in Economics, Graduate Center, City University of New York.
Prior to her
13 years at the Mount Sinai Medical Center, where she held joint
appointments in the Departments of Community Medicine, Geriatrics,
and the Program in Economics of the Graduate Center, CUNY, Dr. Fahs
served 4 years in the Agency for Health Care Policy and Research.
Dr. Fahs, a
health economist, is the author of over 100 articles and reports
in the health services research literature, including empirical
analyses and methodological appraisals of cost-effectiveness analysis
of preventive services for elderly, vulnerable, and other population
groups, costs of illness, episodes of care, and the relationship
between utilization and patient, provider and insurance characteristics.
Dr. Fahs pioneered
the first cost-effectiveness analysis of a preventive screening
program among elderly women. Following publication of the results
by the Journal of the American Medical Association, she served as
one of the lead investigators on a cost-effectiveness analysis of
cervical cancer screening for US elderly women, conducted under
contract to the US Congressional Office of Technology Assessment.
This policy model was instrumental in Congressional passage of the
first secondary screening benefit provided by Medicare to women
aged 65 and over.
Currently, Dr.
Fahs is conducting an international comparative analysis of health
and social policies for preventing and moderating the progression
of age-related illness and injury in four large urban centers (New
York, Paris, Tokyo, and Berlin). Dr. Fahs received her PhD from
the Rackham School of Graduate Studies, the University of Michigan
in 1985.
She has served
on the faculties of several universities, including the University
of Michigan, Columbia University, New York University, and the Graduate
Center, City University of New York.
Her research
interests include methodologies to measure concepts of social value
and economic costs underlying health policy models. Dr. Fahs is
currently analyzing the economic consequences of environmental pollution
on U.S. children, the cost effectiveness of new strategies for breast
cancer control for African American women, and the benefits of increased
access to occupational health and medical care of New York City
garment workers with occupational carpal tunnel syndrome. Dr. Fahs
has served on several national advisory committees, including the
National Advisory Panel on Payment for Preventive Health Services
for the Elderly under Medicare for the Office of Technology Assessment,
United States Congress; the United States Prevention Services Task
Force Subcommittee on Cost Effectiveness Analysis; the Services
Research Review Subcommittee of the Agency for Health Care Policy
and Research; the Epidemiologic and Services Research Review Committee,
National Institute of Mental Health; the Review Committee for the
Home Care Research Initiative, Robert Wood Johnson Foundation; the
National Advisory Committee for Cooperative Studies, Department
of Veterans Affairs, Veterans Health Administration; and the Special
Emphasis Panel, Health Services Research in Occupational Safety
and Health, Centers for Disease Control and Prevention. She is currently
Co-Chair, with Dr. Peter Arno and Dr. Jeanne Mandelblatt, of the
Task Force on the Economics and Urban Policy of Preventive Health
Interventions.
