HENRY
A. FREEDMAN
Henry A.
Freedman is the Executive Director of the Welfare Law Center
in New York City (formerly Center on Social Welfare Policy
and Law, www.welfarelaw.org),
which works with and on behalf of low-income people to ensure that
adequate income support public funding provided on the basis
of need is available whenever and to the extent necessary
to meet basic needs and foster healthy human and family development.
During his almost 30 years as a Director, Mr. Freedman has taken
part in various significant litigation initiatives, among which,
Supreme Court argument in Califano v. Westcott, 443 U.S.
76 (1979) and arguments in First and Sixth Circuits. Since the passing
of the so-called "welfare reform" laws in 1995, the WLC
has launched new programs of litigation, community education, and
support to work for low-income organizations, including novel programs
to promote communication among low income communities through the
use of computer technology (www.lincproject.org).
Before
becoming head of the Center, Mr. Freedman has been a Reginald Heber
Smith Fellow and Staff Attorney for the Center, an Associate Professor
at Catholic Universitys Law School, an associate with a New
York law firm, an adjunct professor and lecturer at several law
and social work university programs. He received his LLB degree
from Yale Law School and his BA from Amherst College.
Among
his various awards are a 1998 New York State Bar Association "Public
Interest Law Award" and a National Legal Aid and Defender Association
"Reginald Heber Smith Award for Dedicated Service."
Mr. Freedman
has served on the New York State Department of Social Services State
Advisory Council, on a Consulting Group on Welfare Reform, and on
a Human Services Task Force for New York Governor Hugh Carey.
He is a
frequent public speaker and talk radio and television panelist on
discussions of welfare and legal services. He also has several publications
on the history and most recent developments of welfare law in the
United States.
Mr. Freedman
is involved with community service in the "Beyond Shelter"
Coalition of West Side Synagogues for Permanent Housing for the
Homeless.
