Donald
Boyd is Deputy Director of the Nelson A. Rockefeller Institute
of Government, and Director the Institute's Fiscal Studies Program,
which conducts studies of state and local taxes and expenditures.
Prior to coming to the Institute in January 1996, Boyd spent 16
years analyzing state and local fiscal issues. Boyds previous
positions include director of the economic and revenue staff for
the New York State Division of the Budget and director of the tax
staff and revenue analyst for the New York State Assembly Ways and
Means Committee. Mr. Boyd has an MBA with a specialization in Risk
Management from The College of Insurance and a BA in Economics and
Mathematics from SUNY Albany. He is currently in the process of
obtaining a PhD in Managerial Economics from Rensselaer Polytechnic
Institute.
