David Rubel Associates
Mr.
Rubel has been practicing as a consultant in community planning
and development for the past 13 years. Mr. Rubel's consulting
practice is divided between two areas: a) program design
and development services to non-profit neighborhood and
citywide providers of human services b) social policy research
and program solutions.
Program
Design and Development: Mr. Rubel has worked with City,
State and Federal government agencies on developing new
programs for his clients. Based on his work with clients,
Mr. Rubel has extensive direct experience with the many
current issues in government funded interventions and community
work. In 1997, Mr. Rubel was hired by clients to assist
them with setting up the following programs: early head
start, community based foster care prevention, a new home
care business for Medicare eligible elderly, welfare to
work, supportive housing for the elderly and a new housing
program for the developmentally disabled. The connections
between seemingly very disparate areas of need and intervention
are a strong area of interest and inquiry.
Social
Policy Research and Program Solutions: Mr. Rubel designs
and develops projects for government, public policy and
research organizations and human service practitioners in
New York City. He identifies issues, problems and programmatic
solutions that will be of immediate use to practitioners
(defined as individuals such as executive directors and
program staff, government agency staff, elected officials,
and anyone else engaged on a day to day basis in some form
of service delivery, advocacy, or decision making). These
information products are marketed in the form of two to
three page concept papers. He sells the concept papers to
interested parties including government, human service organizations,
foundations, citywide advocacy and public policy organizations.
When a concept paper is sold, Mr. Rubel undertakes the research
and/or program design that was described in the concept
paper.
Recent
Publications: Mr. Rubel is the author of three social
policy/research/advocacy publications. These publications
have been reported on in the following periodicals: The
New York Times, New York Newsday, New York Daily News, City
Limits Magazine and El Diario. His work is widely used by
community organizations and neighborhood wide collaboratives
